The Ottawa-born musician’s latest disc scored traditional album of the year as well as solo artist of the year.

The award for English songwriter of the year went to Ottawa’s Miles for her stunning new album Fall for Beauty, while Susie Vinnick, a former Ottawa resident, was honoured as contemporary singer of the year for her album Me ’n’ Mabel.

Nova Scotia singer/songwriter Dave Gunning, who, along with Cockburn, led the nominations with four nods, also picked up two awards. He won new/emerging artist of the year and traditional singer of the year for his Tribute to John Allan Cameron.

Meanwhile, Toronto’s folk/country group The Good Lovelies, featuring Caroline Brooks, Kerri Ough and Sue Passmore, picked up the award for vocal group of the year.

David Cameron threatens veto if EU treaty fails to protect City of London

PM says he will not sign any revised treaty that fails to provide safeguards for Britain's financial services

David Cameron has threatened to wield Britain's veto to block a revision of the Lisbon treaty if fellow European leaders refuse to protect the position of the City of London at the EU summit in Brussels .

In a marked hardening of his rhetoric, as Eurosceptic Tories called for a recasting of Britain's relationship with the EU, the prime minister said he would not sign any treaty that failed to provide safeguards for Britain's financial services.

The prime minister spoke out as Kenneth Clarke, the veteran pro-European justice secretary, told Eurosceptic Tories that they should abandon any hope of repatriating powers to Britain at this week's EU summit. "No, we're not going to renegotiate any transfers of powers, in my opinion," Clarke told the FT.

The intervention by Clarke on the eve of a crucial EU summit, which is designed to stabilise the eurozone, will irritate Eurosceptic Tories who believe that the prime minister is failing to do enough to protect British interests. But the substance of Clarke's remarks tallied with the prime minister.

The justice secretary agreed with the prime minister that Britain should use this week's summit to try and secure the position of the City of London. He said Britain should accept "proper" financial regulation from Brussels, though he rejected the idea of a financial transaction tax. "It's the devil's own job to collect," he said.

The prime minister echoed Clarke's view, though he used tougher language as he sought to reassure Tory Eurosceptics who were alarmed after Downing Street indicated on Monday that Cameron would not use the summit to demand the repatriation of social and employment laws. The prime minister said he would focus on protecting the position of the city and would be prepared to use Britain's veto.

"I will not sign a treaty that does not have those safeguards in it, around things like the importance of the single market and financial services," he told the BBC.

"If they choose to go ahead with a separate treaty then clearly that's not a treaty Britain would be signing or amending. But if they want to use the European institutions then Britain will be insisting on the safeguards and the protections that Britain needs.

"What I'm saying is that if – and eurozone countries do need to come together – if they choose to use the European treaty to do that then Britain will be insisting on some safeguards too. As long as we get those then that treaty can go ahead. If we can't get those, then it won't."

The prime minister reportedly told the cabinet on Monday that a referendum on a revised EU treaty would divide the coalition. Tim Montgomerie, the editor of the ConservativeHome website, wrote: "He told his cabinet colleagues that a referendum would tear the coalition apart and couldn't be countenanced." Eurosceptic Tories are demanding a referendum.

EU leaders are expected to agree a limited treaty change to put in place tough new fiscal rules for the eurozone. Nicolas Sarkozy and Angela Merkel, who outlined their plans for treaty change in Paris on Monday, would like the Lisbon treaty to be revised by all 27 members of the EU.

But in remarks aimed at Britain they indicated that they would be prepared to agree a treaty among the 17 members of the eurozone if they cannot reach agreement among all EU members. This means that Cameron is highly unlikely to be able to wield the British veto even if he wanted to.

The European commission could be empowered to impose austerity measures on eurozone members that are being bailed out, usurping the functions of government in countries such as Greece, Ireland or Portugal. Bailed-out countries could also be stripped of their voting rights in the European Union, under radical proposals that have been circulating at the highest level in Brussels before this week's crucial EU summit on the sovereign debt crisis.

A confidential paper for EU leaders by the council president, Herman Van Rompuy, who will chair the summit on Thursday and Friday, said eurobonds or the pooling of debt would be a powerful tool in resolving the crisis, despite fierce German resistance to the idea.

It called for "more intrusive control of national budgetary policies by the EU" and laid out various options for enforcing fiscal discipline supra-nationally.

The two-page paper, obtained by the Guardian, formed the basis for discussions on an interim report tabled by Van Rompuy, the European commission and the Eurogroup of countries that have adopted the euro, which is to be debated today among senior officials in an attempt to build a consensus.

Stewart Jackson, the Conservative MP who resigned as a ministerial aide after rebelling against the government in a commons vote on the EU in October, wrote on ConservativeHome: "People will not understand if our prime minister fails to take advantage of the unique generational opportunity and congruence of events to press British interests and, more specifically, recast a whole new more mature and looser relationship with the European Union, in the event that the eurozone countries head off towards a children's crusade of 'fiscal discipline' – which it never has been and never will be in this country's long-term political and economic interests to support. The idea that the solution to a sovereign debt crisis is financial and political union flies in the face of reality and the withering verdict of the money markets."

Cameron spoke out after Brussels hit out at international credit rating agencies for "systematically" downgrading the forecasts of eurozone countries in the days leading up to European summits. Amid anger in EU capitals over the decision of Standard & Poor's to place 15 eurozone members – including France and Germany – on credit watch, EU sources said they had started to detect a pattern of behaviour by the agencies.

"It is interesting to look at the downgradings and the timings of the downgradings," one EU source said. "You will see systematically there are downgrades in the week of European Councils ... It is strange that we have so many downgrades in the weeks of summits."

Jean Claude-Juncker, the prime minister of Luxembourg who chairs the Eurogroup of finance ministers, dismissed the downgrade as a "wild exaggeration and also unfair".

The move by S&P caused particular anger because the announcement was made on Monday shortly after Angela Merkel and Nicolas Sarkozy had outlined their plans for EU treaty change to try to stabilise the euro. Merkel was dismissive of the move.

S&P followed its warning to 15 members of the eurozone by indicating that it may lower the triple-A rating of the eurozone bailout fund, the European Financial Stability Facility.

The community declared a state of emergency last month because some residents are living without adequate heating, shelter or sanitation.

The federal government put the Northern Ontario community's finances under a third-party manager who will directly administer the band's funding from Aboriginal Affairs, which is usually managed by the First Nation itself.

Prime Minister Stephen Harper, appearing with national president of the Assembly of First Nations Shawn Atleo, announced Thursday that First Nations leaders will be meeting in late January to discuss what the two sides can do to improve the social and economic standing of native peoples.

Harper called the planned meeting historic and said he hopes it will be useful for both sides.

Atleo, meanwhile, said it was a chance to "reset" relations between First Nations and the federal government.

Under a section labelled comment, one diplomat says, "Canadian courts have been the primary drivers of federal and provincial efforts to resolve Aboriginal grievances, both in imposing new obligations and in encouraging negotiations to pre-empt litigation."

The diplomat, who signs his or her name only as Hopper, goes on to say that without a comprehensive policy, Canada won't be able to effectively deal with grievances in a timely manner. The cable is dated Aug. 21, 2009.

+ Pepsi canceled a $5 million endorsement deal after her “Like a Prayer” video offended religious groups.

+ MTV, which loves her, refused to play several of her videos, including “Justify My Love” and “What It Feels Like for a Girl.”

+ The Pope his ownself asked Catholics not to patronize her “Blond Ambition” tour.

Now it needs to be stressed that with Madonna, none of this is some Lindsay Lohan/Charlie Sheen out-of-control deal. It’s all about marketing and promotion and “pushing buttons,” which Madonna has noted is something she does well.

Add the fact she has made some first-class music and voilà, you have the biggest-selling female artist in music history. Like the NFL, she knows the game and has ridden it to the top.

To some degree, of course, all that outrage is yesterday’s news. Madonna is 53 now, with a 15-year-old daughter. We haven’t seen the “Boy Toy” belt buckle in a while.

It’s almost as if, when she kissed Britney Spears and Christina Aguilera on the 2003 VMAs, she was passing the bad-girl torch to the next generation.

Which, by the way, ran with it.

Still, Madonna could live to be 150 and she would still be known to much of the world as the singer who sold provocative sex. She sold it too well to ever have it come off her résumé.

So that’s who the NFL is hiring for its halftime show, and because the NFL is as smart about marketing as Madonna, it knows this.

The year after the Janet Jackson incident, the NFL hired Paul McCartney for its halftime show, a deliberate declaration that it was safe to let the kids watch.

The two years after that, interestingly, it hired artists who had their own history of offending people — first the Rolling Stones, then Prince.

But in the 21st century, even people who love the Stones don’t remember when their music was considered subversive. If they’re remembered as bad boys, it’s more for the drugs and the behavior.

Prince’s controversies, in the rearview mirror, seem more like the mischief of a naughty boy than anything morally subversive.

So maybe the NFL is hoping that’s how Madonna will come off, as someone whose offending edges have been smoothed by the sands of time.

Or maybe not. Just a few weeks ago, after all, a federal court ruled that the FCC could not assess indecency fines over the Janet Jackson broadcast because the FCC has never issued clear standards.

No, that ruling didn’t push the “All Clear!” and “Anything Goes!” buttons. But it’s hard to miss that the NFL has now hired a halftime entertainer who long ago won the Super Bowl of misbehaving.

Would you believe I actually like Dodge this week?

Saturday night at Darlington is about two things: worn tires and horsepower. The old track in South Carolina---alternately nicknamed The Lady In Black and The Track Too Tough To Tame---is weather-beaten and gnarled, and as such, its surface grinds up tires like nobody's business. Take one lap around Darlington and you've already ruined the tires you're on, and if anyone late in a race only takes two, you can be sure he's headed straight to the back. The place is a high-banked 1.33-miler (25 and 23 degrees of banking), meaning torque is crucial, and despite advances made by the Roush/Yates engine program, I still think Dodge makes the cruelest engines.

Of course, Darlington is also about a driver's ability to drive fast on worn tires. Anyone who can keep his car way up in the track's fastest groove---just millimeters from the wall---while sliding around on chewed-up Goodyears will be very fast Saturday night. It takes a steady hand to slide the car's rear end like that and stay fast, which is why former dirt-trackers like Ryan Newman and Jeff Gordon are always a factor here. And last year's Darlington winner, Greg Biffle, probably likes to slide his car out of a turn more than any driver on the Smokeless Set.

Darlington is, of course, a one-event track now, which is sort of sad, because it's a really fun racing venue. Cars can pass, it's possible to come from behind (Sterling Marlin won from the 43rd starting spot back in 2002), and cars that are just so-so for the race's first half can suddenly stumble upon the right setup and make stirring charges and threaten for the win. This Mother's Day event is a replacement for the traditional Labor Day weekend Southern 500, once one of the glamour races in the sport. Make no mistake: this is a place where guys want to win.

Over the past four years, winners at Darlington have included Marlin, Gordon, Ricky Craven in an impossibly exciting win over Kurt Busch, Terry Labonte, Jimmie Johnson twice and Biffle. The guys with the best average finish here over that time period are Kasey Kahne (7th-place finishing average, though he's only run here three times), Johnson (7.71), Carl Edwards (8th, though he's only run here twice), Jamie McMurray (11.4), Dale Earnhardt Jr. (11.4) and Biffle (11.8). Let's take a look at the guys who I think represent the best bets Saturday night under the lights.

Take Jimmie Johnson (11-2), 1/3rd unit. Johnson is very, very good at Darlington. He swept this joint in 2004, and came seventh here last spring. In fact, in the last four years at Darlington, Johnson has failed to finish in the top-10 exactly once. Don't worry about practice speeds, don't worry about qualifying. When the time comes for him to make a move, watch out. Plus, it's worth noting that Hendrick cars have won four of the last six
events at Darlington. That should make you interested in Jeff Gordon (8-1) (who's won at this track six times), Kyle Busch (13-1) and maybe even Brian Vickers (35-1). Well, okay, no. Probably not Vickers.

Take Greg Biffle (6-1), 1/3rd unit. I liked what I saw out of Biffle at Richmond last weekend, when he finished fourth after not having a very good car in the race's second half. Like he's done several times this year, the Biff came out of the gate with guns blazing, and led a ton of laps early, but like in other races this year, he fell off a cliff, and looked like he'd struggle simply to stay in the top-10. Lo and behold, though, Biffle was able to find some guts and dig in, registering his first top-five of a season in which he was thought to be a serious threat to win the points title. He's got a long way to go to make the Chase, but I think Darlington's sliding style suits him perhaps better than anyone on the circuit.

Take Kasey Kahne (9-1), 1/3rd unit. I actually was tempted to take Ryan Newman (20-1) either in this spot or in Biffle's. Newman probably would've won the Darlington race in 2005, but for some terrible pit strategy in which he stayed out while everyone else changed tires. He's never won here, but he's got four top-fives in the last six Darlington events. The problem with Newman is he doesn't seem to be able to get comfortable with the Dodge Charger, with Kurt Busch (13-1) as his teammate, or with qualifying, which he used to dominate. So instead, I'm going to go with Kahne, who in his three Darlington events has logged a third, a fifth and a 13th. I like the Dodge horsepower, I think Kahne is a legitimate threat to make the Chase and threaten for the title, and I'm remembering his performances at the high-banked tracks at Atlanta and Texas. Now, those are mile-and-a-half cookie cutters, and Darlington is anything but a cookie cutter (if you've ever played PlayStation NASCAR and driven Darlington, you know that Turn 2 comes at you like Oprah Winfrey on a steamroller), and obviously the track surfaces are wildly different, but the banking is similar. Maybe Kahne gets it together and posts his third win of the year.

Three models share the same sleek AMG-inspired lines but offer three distinct levels of performance and luxury. And after a long absence, the C250 sees the return of a four-cylinder engine to the Mercedes-Benz lineup. But this is no ordinary 1.8-litre four-cylinder.


It features direct injection, dual balance shafts and a turbocharger that delivers 201 horsepower to the rear wheels and dashes to 100 km/h in 7.2 seconds while sipping just 6.4 L/100 km on the highway. It's called having your strudel and eating it. The C350 ups the ante with a 3.5-litre, 302 horsepower V6 while the overthe-top AMG C63 has somehow found space under the hood to squeeze in the 6.2-litre, 481 horsepower V8. This will rocket you to 100 km/h in an eye-watering 4.4 seconds and has a potential terminal speed of 280 km/h. Not around here, of course.

Our tester was the C250, finished in Calcite White with Black, man-made Artico leather upholstery. The Coupe shares the same wheelbase and overall dimensions with the C-Class Sedan except for a 40 mm (1.5 in) reduction in height. The result is a sleek aerodynamic profile with a long sloping hood and a strong rising beltline to the short rear deck. The bold face is dominated by the classic three-pointed star sitting in the dual-barred chrome grille, flanked by headlight clusters featuring a necklace of LED Daytime Running Lights. The gradual slope of the roof features a dramatic two-panel, power operated panoramic sunroof and sunshade. The neat bobbed tail also makes use of those distinctive LEDs for the backup lights. The flared wheel wells are filled with 17-inch, five, dual-spoke AMG alloy rims that underline its performance potential. While this is a pure, no compromise four-seater, it offers excellent access to the rear seats thanks to the wide-opening doors and powered front seats that motor forward at the touch of a lever in each backrest. And while it may seem small on the outside, it has more interior space than the BMW 3 Series or Audi5 coupes and provides 450 litres of trunk space as well.

Standard transmission is the 7G-TRONIC PLUS automatic (the world's first seven-speed automatic) with manual shift capability via the steering wheel paddle shifters or by tapping the gear selector. In normal driving the shifts occur in the mid-rpm range. Push the Sport button on the dash and shifts occur at higher rpm and bring the turbocharger more into play.
